Overview
Baba Baidyanath Dham at Deoghar is, in a widely followed identification, the Vaidyanātha Jyotirliṅga — the Deoghar district administration records it as one of the twelve. The temple is administered under the Baba Baidyanath Dham–Basukinath Shrine Area Development Authority Act, 2015, with the Deputy Commissioner of Deoghar as administrator.

Sthala Purāṇa tradition
Per the Koṭirudra Saṃhitā, Rāvaṇa performed fierce austerities and won from Śiva a liṅga to carry to Laṅkā, on the condition it never be set down on the way. Through the gods' stratagem the liṅga was placed on the earth and rooted there for ever — and Śiva remained as Vaidyanātha, the healer Lord.

Which temple is the kṣetra? claims side by side
Contradiction Protocol: the Koṭirudra Saṃhitā's listing places Vaidyanātha at Citābhūmi, as does the stotram proper's 'pūrvottare prajvalikānidhāne', which the Deoghar tradition identifies with this temple (the district administration records it as one of the twelve). The smaraṇa śloka appended to the stotra reads 'Paralyāṃ Vaidyanāthaṃ', anchoring the Parli (Maharashtra) tradition.
